Yes. Many libraries will lend dissertations and masters theses written at their institutions. Foreign dissertations are hard to borrow and can take much longer to obtain, though the Interlibrary Loan Department will attempt to borrow them for you.
Many dissertations and theses published in North America are available full-text through the Dissertations & Theses Full-Text database, which you can find listed here. Note that you will need to log-in with your NID and NID password if you are accessing the database from off-campus.
